Who Are We?

 

The Upper Thames River Conservation Authority’s (UTRCA) mission statement is Inspiring a Healthy Environment. The 17 municipalities within the Upper Thames River watershed appoint representatives to the UTRCA’s Board of Directors who represent the local urban and rural communities, deciding policies and programs that will lead to a healthy watershed. Our programs and services focus on five key areas:

 

  • Protecting people and property and supporting safe development;
  • Delivering landowner stewardship;
  • Providing natural spaces and recreational opportunities;
  • Making science-based decisions;
  • Empowering communities and youth.

The Upper Thames River watershed encompasses an area of 3,421 square kilometers and is mainly rural but includes the urban centres of London, Stratford, and Woodstock. The UTRCA serves a total population of approximately 539,500 residents.

 

UTRCA Conservation Areas provide outdoor recreational opportunities that aim to educate and promote conservation messages to a large audience in an effort to improve the watershed’s natural environment

Summary

Working under the supervision of the Regulations Coordinator, the Land Use Regulations Officer is responsible for the administration and enforcement of Ontario Regulation 41/24 under Section 28 of theConservation Authorities Actto protect life and property while promoting a healthy watershed ecosystem. This includes:

-  processing permit applications

-  investigating possible violations

-  responding to inquiries, preparing reports,

-  participating in tribunal, court and hearings, providing evidence and documentation

-  leading or assisting the review of proposals associated with other Federal or Provincial legislation

-  liaising with municipalities, Federal and Provincial environmental agencies and other agencies and organizations.

Qualifications Education

  • A bachelors’ degree in natural resource management, environmental science, geography, engineering, engineering technology or planning.
  • Applicants with a diploma in natural resource management, environmental science, geography, engineering technology or planning may be considered, provided they have a minimum of five (5) years of work experience directly related to the duties and responsibilities of the job.
  • A Provincial Offences Act designation as an officer for the purpose of enforcing regulations made in accordance with the Conservation Authorities Act is required within one year of starting the position.
    • An individual who is a Certified Inspector of Sediment and Erosion Control (CISEC) is preferred. If not held, application would be required within one year.
    • Valid Ontario Class ‘G’ Drivers Licence required.
    • A Diploma or Degree from an accredited post-secondary educational institution in Biology / Ecology, Resource Management, Environmental Science, Engineering, or Planning;
      • AProvincial Offences Actdesignation as an Officer for the purpose of enforcing regulations made in accordance with theConservation Authorities Actis preferred;
      • A Certified Inspector of Sediment and Erosion Control (CISEC). If not held, application would be required within one (1) year;
      • Valid Ontario Class ‘G’ Drivers Licence is required.

Experience, Knowledge and Skills:

 

  • A minimum of three (3) years’ experience in resource management, environmental assessment, municipal planning and civil engineering is required;
  • Working knowledge of federal and provincial natural resource management legislation, regulations and policies including theConservation Authorities Act, Planning Act, Drainage Act, Fisheries ActandEnvironmental Assessment Act, along with practical experience applying this knowledge in the review of related development applications;
    • Experience reviewing and interpreting technical plans and drawings (i.e. site plans, grading and drainage plans, construction drawings, etc.) is preferred;
    • Ability to interpret earth processes, natural features and land uses from an extensive variety of maps and plans, use of air photos and interpretation in the field;
    • General knowledge of Court, Tribunal, Board and Hearing decorum and procedures.
    • Excellent organizational and communication skills and the ability to work with limited supervision;
    • Comfort and ability to deal with confidential and sensitive information on a regular basis;
    • Comfort and ability to deal with difficult, emotionally charged, sensitive and confidential situations;
      • Proficient in the use of Microsoft Office Suite, Teams, as well as other database and information management software;
      • Strong skills to communicate effectively both verbally and in writing with diverse stakeholder groups.

Compensation and Other Information

 

  • $43.06 to $52.39 per hour;
  • Full time, 35 hours per week;
  • Comprehensive Group Benefits, Pension Plan (OMERS) and Vacation package;
  • Free access to UTRCA Conservation Areas (Fanshawe, Pittock and Wildwood).
