User accounts and notifications come from Drupal. You can find the Drupal account using the "Member Accounts" page under the "People" menu.
There is no built-in feature for a sysadmin to re-send an account notification. The sysadmin is able to set a new password, or change the email/username, and can email the information to the user. If the original notification went to a spam filter, a direct email from the sysadmin is more likely to be received.
The user has a link to click for forgotten passwords.
